What are the precautions during the daily operational phase for direct participants?

Direct participants shall establish a rational and efficient technical management organizational structure and a robust security assurance system. They should conduct comprehensive planning for the development of CIPS business and technical management, and formulate well-defined operational procedures for their own CIPS systems.Management systems covering aspects such as task execution, system changes, issue handling, emergency drills, data management, and security precautions, with regular assessments of the effectiveness of these systems. Specific items include, but are not limited to:

(1) Direct participants shall organize and ensure the smooth operation of their own units as well as those of their indirect participants, maintain business connectivity with indirect participants, and promptly report the system’s operational status to the operating institution.

(2) Direct participants shall monitor the CIPS system in real time, promptly detecting and addressing internal system failures, cyberattacks, and operational risks.

(3) Direct participants shall take effective measures to enhance the reliability of their internal systems and the CIPS access system, and ensure proper fault isolation between their systems and the operations center.

(4) Direct participants shall remain logged in at the CIPS business window.

(5) Direct participants shall, in accordance with the CIPS business rules, make funding (pre-funding), increase (pre-funding increase), or decrease (pre-funding decrease) their capital, and promptly confirm the changes in their CIPS fund balances following such funding (pre-funding), increase (pre-funding increase), and decreases (pre-funding decreases).

(6) Direct participants shall perform effective liquidity management, promptly adjust their account fund positions based on business conditions, and promptly resolve queued transactions.
