Main Tasks for Direct Participants’ System Construction

1. network connections

CIPS have three connection centers: Shanghai and Wuxi serve as primary and backup data centers, while the Hong Kong access node functions as a network relay hub. Participants shall connect to CIPS primary and backup data centers via 2 or 4 dedicated lines, or connect through the Hong Kong access node. For connection schemes, refer to the Technical Access Guidelines for Cross-border Interbank Payment System (CIPS); specific requirements may be discussed in detail with CIPS technical department.

2.Build message transmission channels

CIPS provide proprietary software  (PMTS-CAE) to set up message transmission channels with participants, which enable secure message transmission between CIPS and participants. For the operating environment and installation requirements of the  software, refer to the Technical Access Guidelines for Cross-border Interbank Payment System (CIPS). Participants shall install the communication software provided by CIPS in accordance with specified requirements; deployment schemes and installation support can be further discussed with CIPS technical department..

3.Develop message processing application systems

Participants may revamp existing internal application systems or build new ones to parse and process CIPS messages, and integrate such systems with internal banking systems as required to achieve straight-through processing of businesses. System development shall comply with the latest version of the CIPS Message Standards.

4.Separate test and production environments

Participants shall build independent test environments and production environments respectively. Access to the production environment is permitted only upon completion of testing and acceptance.
