The Inaugural Meeting & Unveiling ceremony of China International Payment Service Corporation was held in China National Clearing Center, Shanghai Center on September 8th, 2015. More than 50 people attended the ceremony, including Zhang Ye, Inspector of the Payment and Settlement Department, Sun Hui, Deputy Director of Shanghai Head Office, Ji Jiayou, Director of the Financial Service Sector, Shanghai Head Office, Zhang Wen, Director of the General Office, Monetary Policy Department II, Shi Dong, Director of the Staffing Level and Planning Sector, Personnel and Education Department, Li Degong, Counselor of PBC, directors of other departments of CNCC and staff representatives of CIPS Operator. The ceremony was hosted by Chen Xiaoping, Deputy Governor of CNCC.
Yang Wenjie, Chairman of CNCC, first announced the establishment of China International Payment Service Corporation. Li Yue, Secretary of Party Committee, together with Zhang Ye, Inspector of the Payment and Settlement Department jointly inaugurated the company, indicating that CIPS Corp. has officially founded and become the operator of the Cross-border Inter-bank Payment System. Afterwards, Yang Wenjie nominated candidates for the company’s executive director, supervisor and the management team. Li Wei, Executive Director of CIPS announced the hiring decision and issued the letter of appointment to Zhang Xin, General Manager of CIPS, and Sun Wei, Vice-general Manager of CIPS. In her inauguration speech, Zhang Xin said that she would lead the company to keep moving forward and live up to the great trust of the Party.
Zhang Ye and Sun Hui made speeches successively and expressed congratulations to the establishment of the CIPS Operator. Zhang Ye said that the establishment of the CIPS Operator is a significant mission of honor. It is an important step for PBC to carry out the government and Party’s great decision of constructing the Cross-border Inter-bank Payment System and promoting the internationalization of RMB. It is a milestone in the development of the payment and settlement system in China and marks a major progress in the perfection of the country’s payment infrastructure that supports both domestic and cross-border payment of RMB. Sun Hui said that Shanghai Head Office would spare no effort to support the operation of CIPS.
As the Secretary of Party Committee of CNCC, Li Yue made a speech on the ceremony. Li Yue expressed gratitude to all departments that supported the construction of CIPS. Li Yue emphasized the importance of the Cross-border Inter-bank Payment System. The development of the system was a strategic decision made by the State Council and PBC to implement the plan of RMB internationalization and the One Belt One Road policy. All members involved should enhance the sense of responsibility and the sense of mission to accomplish the construction and operation of the system. On the premise of the launch of CIPS phase I, the company should start capital increase and share expansion as soon as possible to become a market-orient international joint stock company. Li Yue asked CIPS to work closely with CNCC to make sure that the launch of the system would go smoothly on October 8th. Meanwhile, CIPS should also pay attention to the standardization of management, construction of the management team and the personnel training. Li Yue said that we should firmly establish market awareness, competitive spirit, senses of efficiency and service, and development awareness to lead the company to grow stronger.
